German 'grey finance experts' to help Greece - The Local

The International Monetary Fund wants to assemble a pool of German pensioners with finance expertise to help Greece establish a functioning financial system, it was reported on Saturday.

The business magazine Wirtschaftswoche reported that IMF Chief Christine Lagarde is hoping to attract retired German financial experts to help out ailing Greece.

She is said to be looking for people with tax experience and also those who held management positions.

Some 170 tax experts from German state and federal finance offices have already offered their services to the Greek tax authorities. But according to State Secretary Hartmut Koschyk only seven of these experts have actually been sent to Athens to help out.

They offered advice in two and three-day workshops to Greek finance officials, especially in the areas of how to deal with large companies, wealthy individuals, tax audits and enforcement.

Meanwhile, Focus magazine reported on Saturday that Greece is expected to receive its latest bailout instalment of ?31 billion. A report due soon from Europe's ?Troika? of advisors - the European Union, the IMF and the European Central Bank - is expected to allow the money to be released.

The magazine said it remains unclear when that report will be released, but an oral mid-way report about Greece?s situation is expected when EU finance ministers meet in Luxembourg on October 8.

It can be a very effective way of promoting your product as long as you have an idea that will shock or stand out in the crowd through any means so that people will pay attention to it. It?s not one of the most innovative product launch ideas, but in the right conditions it may prove very effective.

3.??? Your own website. Remember that your website or blog needs to act as your home base so it needs to be spectacular. Any other kind of advertising you make online will lead visitors here, so make sure you hire a great graphic and web designer to take care of your site, because the benefits can be tremendous. Tips To Handle A Screaming ChildYou have a planned day ? first the Parents Teacher Meeting, followed by shopping, then back home. But unfortunately, while you are in the midst of shopping, your ?small wonder? starts behaving monstrously and you are in no mood to tolerate anything now and spoil your whole day (what to mention about the mood).

However, with a screaming and yelling child, you cannot continue either. Your other one, a 9 year old, is too small to care of the menace and you need immediate respite from the glaring eyes. Both of you may be staring at each other bewildered.

First understand that you are probably not alone calculating seconds before your little one calms down. It is a common problem among children of young age group (especially pre-schoolers). Sadly, what may work once may essentially not work always (your child can be too smart at negating your efforts).

However, this does not mean you should give up and do nothing but undergo the embarrassment. There are some quick fixes which can be tried. However, strategy holds the key when handling a screaming child over sustained basis. Read on to explore some really useful ways to handle a screaming child. One can work better than the other, depending on the temperament of your child. Effectiveness depends considerably on how you implement them.

Ways to?Handle A Screaming Child

Distract or Divert From the Trigger

Having found your child?s stickiness, try to divert his/her attention at the earliest before the situation becomes troubling for either of you. And remember, when you want to divert or distract attention, you have got to be quick at switching attention to something (more) interesting but soothing. This technique can work well with toddlers or very small children; but do not count on this trick always as your child can be too smart to outdo your trick much before you thought.

Find Solitude and Seclusion

It can happen that even though you have tried many things, your child would not co-operate and calm down. In such a situation, you can take your child to a secluded or private place and try relaxing him/her. Sometimes, all he/she may crib for is a little of your warm touch minus public stance.

If you are at a public place, choose a separate area (where less people are present). When at home, you can go to another room where you are alone with the child. Spend some time together, and while you console your child, try asking the reason for restlessness.

Refrain from Giving in and Bribing

You may consider that if you bribe your child or give in to his/her demand, it can calm the situation. But this can bring only a temporary respite, and more that often, aggravate the situation. You may find it more difficult to handle the situation later when it strikes with (may be) a magnified spectrum.

Acknowledge your child?s feelings and help him/her work through it. But do not bribe your child of an unjust thing for buying peace and calmness. This can raise expectations for more bribes to follow. And then, you may find yourself helpless.

Make use of Structure and Strategy

Screaming or other tantrums may not be an extraordinary thing to discover in a child. It may come of age and, often, retreats spontaneously. However, once you observe this behavior it is important that you train your child by implementing a strategy.

The message conveyed should be clear that his/her unjust demands would not be adhered to for any reason.

If you are uncomfortable of the screaming (or noise), leave the place but do not give in to the temptation to retaliate. Screaming right back can make you a winner in the competition but ultimately none of you shall gain anything out of the drama.

Be a Mirror to your Child

Children can be trained in a good way by citing practical instances. And when the practicality focuses on you (mother or father), he/she can understand even better. So the next time you want to cite an example, include yourself instead of someone else. Children are very keen to follow their parents and mentors.

If your child lives in an environment where you (as parent) yell a lot, then you cannot expect him/her to underperform. The screaming sessions would reduce to a minimum when you keep a check on yourself (or the environment in which the child lives).

?Recapitulate and Repeat

It can be too demanding to sooth a screaming child and simultaneously make him/her understand that what he/she just did was undesirable and unacceptable. Give your child some time to relax and behave normally. When the time is opportune, sit with him/her and discuss about the behavior and its ill effect. Teach anger management techniques and ways to handle an awful or difficult situation.

Pick a pleasant day for conversation. Do not deliver a speech, but exchange notions and views. Avoid getting? deep into discussion and let it be a smooth talk. Continue with the chores but remember to repeat when you feel the need later again. The earlier your child adopts coping skills, the better it is. But give sufficient time before making calculations about reward and punishment.

Incorporate Preventive Measures

Being close to your child, you can surely identify the reason behind his/her screaming and undesirable behaviors. Identify when, why and how tantrums occur. After finding the trigger, try eliminating it whenever possible.

Often, you can find a pattern of events which sets the stage for drama. Break the league and inhibit the pattern. This stage shall pass soon with consistent efforts from your end.

Princess Anne urges commitment to graft fight | Times of Zambia

PRINCESS Anne of Great Britain has called on Members of Parliament (MPs) to continue showing exemplary commitment in the fight against corruption by drafting adequate and effective laws.

And Government chief whip, Yamfwa Mukanga has hailed Britain?s plans to help Zambia with about 59 million British Pounds annually until 2015 to help hasten her achievement to attain the Millennium Development Goals (MDGS).

Speaking in Lusaka yesterday at Parliament buildings when she addressed MPs, Princess Anne said Zambia had made considerable achievements in many sectors of the economy.

Princess Anne was impressed with the continued dedication exhibited by the Government and parliamentarians to fight corruption in areas such as reinstatement of the abuse of authority of office clause.

?May I congratulate you for the commitment to fighting corruption by reviewing the constitutional process which should happen on a regular basis,? Princess Anne said.

The Princess, who is the daughter of Queen Elizabeth II of the United Kingdom (UK), was on a four-day tour of duty in Zambia and was expected to leave the country today.

At Parliament, she was flanked by Speaker of the National Assembly Patrick Matibini. Among other dignitaries who attended the parliamentarians? meeting in the auditorium, was leader of Government business and Vice-President Guy Scott.

Princess Anne said Zambia was scoring considerable achievements in various sectors and that the country had potential to grow further because of fertile and abundant land coupled with rich natural resources.

She was happy with Zambia for the peaceful transfer of power from former MMD regime to newly elected Patriotic Front (PF) Government under the leadership of President Michael Sata.

Princess Anne hailed the country for its continued role played in peacekeeping missions and was happy with the solid and cordial bilateral relationship enjoyed between Zambia and the UK.

On the recent Diamond Jubilee celebrations of Her Majesty Queen Elizabeth II, Princess Anne thanked President Sata for being among hundreds of heads of State who attended the colourful event.

The Princess?s visit to Zambia was part of the celebrations of her Majesty Queen Elizabeth II?s Diamond Jubilee. Her Majesty last visited Zambia in 1979.

Mr Mukanga who is Mines, Energy and Water Development Minister said Zambia was gratified with the British government for its plans of spending an average of 59 million Pounds annually until 2015 in Zambia to attain MDG targets on poverty, maternal and mortality and sanitation.

He said Zambia was thankful to her Majesty for being instrumental in supporting the Government deliver better services to its citizens.

?Her Majesty?s government support through the Department for International Development (DfID) is very welcome as it will help to support our Government improve its systems and use its resources to deliver better services,? he said.

He said Britain?s commitment to help Zambia tackle corruption and increase transparency and accountability to its citizens was in line with the PF Government?s zero tolerance for corruption.

Mr Mukanga hailed Britain for the supported it had rendered to Parliament?s reform programme in conjunction with other cooperating partners to enable Zambian Government become a real Parliament.

He said her Majesty the Queen?s role as head of the Commonwealth was appreciated by all member States like Zambia as she had shown dedicated service and leadership in her 60 years reign.

The minister said the Queen had shown unsurpassed personal and unwavering commitment to all that the Commonwealth represented in areas of shared values of democracy, development and diversity.

?It is for this reason that we wish her Majesty long life so that she can continue to render her invaluable service to the Commonwealth family,? Mr Mukanga said.

The Commonwealth remains a relevant organisation in helping all its 54 independent member States to tackle challenges of the modern world.

He said Zambia and the UK were adapting to challenges such as continued economic growth, climate change, threats from crime and lawlessness, unemployment, human rights, abuses that cemented the cherished relationships.

And Dr Scott is this morning expected to move a motion to adjoun Parliament to enable MPs attend Mama Betty Kaunda?s burial.

Camera-equipped helmet gives you superhuman vision

If you think of high dynamic range imaging, or HDR, you probably think of crazy panoramic?cityscapes or lighthouses where everything pops with impossible clarity ? imagine seeing the whole world that way.?These goggles let you look at everything in real-time 3-D HDR?? and it's more useful than you might think.

The HDRchitecture?project, by researchers at the University of Toronto, was presented earlier this month at the SIGGRAPH imaging convention in Los Angeles.

The most dramatic application the team could think of for showing off the capabilities of their system was welding, where the light from the torch is so bright that it can blind the welder if he doesn't wear a?leaded-glass visor. Unfortunately, this renders the rest of the world, including his immediate surroundings, quite dark. What if you could combine the two images ? the dark one that shows the torch clearly, and the light one that shows everything else?

Think of high dynamic range as wearing night-vision goggles and sunglasses at the same time, with none of the downsides.?You can see?highlights and shadows that would be blown out or too dark to see otherwise.?

To achieve this,?the team's?EyeTap helmet uses a pair of cameras?take?multiple exposures of the same view and combine them in real time, in such a way that no part is too dark and no part is?too light.?

As you can see in the video, that means that the welder can clearly see not only the super-bright torch, but the hot metal it's touching and the rest of the object as well. This could greatly improve not just the quality of the welder's work, but the safety of his workshop.

The video below demonstrates the futuristic-looking helmet in a few situations; there's a good comparison at 1:45, and more everyday situations towards the end.

It's not just for welders. If the technology were developed, a driver would never be blinded by the glare of the sun, and a soldier would never miss a mine hiding in a shadow. The possibilities are really very exciting.

Of course, the device itself will have to be adapted somewhat before you can wear it in the car; it's clearly a bit bulky at the moment. Goodyear gets a bit too edgy with Lohan letter

In a wry gesture, Goodyear last week sent letters offering free driving lessons to traffic-challenged celebrities Lindsay Lohan and Amanda Bynes. But is such snarky newsjacking a smart move for this iconic brand?

Bynes skipped her suspended license hearing this week and has a court appearance slated for Thursday for two hit and run incidents. Meanwhile, Lohan said she's planning on suing a cook for slander for claiming last week she clipped him with her Porsche SUV and claiming that she was ?slurring? and ?smelled like alcohol.?

The nearly identical letters Goodyear sent the two actresses say they're ?sorry to hear? about the latest ?driving mishap,? and that they ?understand? that ?driving can be a real challenge, particularly trying to navigate all of the stop-and-go-traffic in LA and New York City.?

Echoing sentiments felt no doubt by many Americans, Goodyear continued, saying, ?we are concerned for you...We're concerned for your safety.?

The letter offered to fly the actresses out to the company's headquarters in Akron, Ohio for private lessons with their professional drivers, ?no paparazzi allowed.? These trainers could show the ?do's and don'ts of driving safely.? After a few spins around the test track, ?you'll even be able to show Herbie the Lovebug a thing or two,? quipped the letter to Lohan.

It's all pretty light as far as celebrity digs go, but it feels a little weird coming from Goodyear. This is the tire brand of trust and value. It's been around since 1898. It represents solid Midwestern values, and is a stalwart of American manufacturing.

Until now, one of its most recognizable marketing campaigns has been the Goodyear blimp: a giant rubber-coated dirigible that idles over large mainstream sporting events. It's slow. It's massive. It's authorized. Its main goal is to get?Goodyear's big yellow logo beamed out over broadcast television.

It's pretty much the opposite of the Lohan and Bynes zings. They were geared to appeal to celebrity news sites and blogs and those who read them. They were created and executed quickly in response to a piece of?celebrity news. The playful tone and the use of a source document primed them for social media viral uplift.

Twitter? Perezhilton? TMZ? Not exactly what you associate with a venerable American tire brand.

Opportunistic PR
?It's opportunistic PR,? Chris Curran, Goodyear's Vice President of Communications Public Relations, told NBC News. His signature appears at the bottom of both letters. Curran said that a piece of public relations material has to do one of three things: educate, entertain or inform. ?This does all three,? he said. ?It educates who Goodyear is, informs that there's an offer, and it also entertains.?

He disagreed that the move was out of the norm for the tire company, noting that several years ago they convinced Detroit Pistons guard Richard Hamilton to style his hair so that it looked like Goodyear's new TripleTred tire.

?Something that is fun and quirky gets across in a better way,? said Curran. ?Obviously, we do normal PR and communications initiatives to promote our products, but sometimes it's 'fun' to do something a little outside the box that gets people talking.? A lot of people inside the company have said that the letters ?were kind of cool,? too, he noted.

Goodyear isn't the first big brand to try to ride the buzz off a piece of news. Last year, Abercrombie & Fitch offered members of the Jersey Shore cast cash to not wear their clothes. Two years ago, when Obama made an offhand remark about holding a ?Slurpee Summit? with Republicans, 7-11 made an official offer to the White House to supply them with red, white, and blue colored Slurpees.

Tim Nudd, editor of Advertising Age's blog Adfreak, is not a fan of the Goodyear initiative. ?It's definitely a cheap publicity grab, and if you're a generally well respected brand -- which Goodyear is -- engaging these kinds of marketing gimmicks will only cheapen your brand accordingly,? he wrote by email. For Goodyear, your ?absolute No. 1 brand attribute is trust. Why align yourself in any way with people who are reckless?? he said. ?It's transparent celebrity-baiting.?

Raw security camera footage from outside a New York hotel shows a vehicle, driven by Lindsay Lohan, drive through the scene, and a man who alleges she hit him, chase after the car.

But what do the people think? Judging by the comments about the campaign on Twitter and blogs, they mostly think, ?LOL,? ?Hilarious? and ?Brilliant.? So, success?

If there's one guy who can sort it out, it's Alex Bogusky, formerly one of the main creative engines behind advertising agency Crispin Porter and Bogusky. Among others, they're the ones responsible for all those unnerving ?Wake up with the King!? Burger King ads. He should know a good counterintuitive campaign from a bad one.

And guess what??He likes it.

?I love this kind of thing. It's a good way to inject tires (which are boring) into the public conversation,? Bogusky wrote by email. ?And it seems to me that Goodyear knows a bit about driving and is doing us all a favor in trying to teach this woman how to drive.?

His enthusiasm wasn't unabashed, however, pointing out two little bits of logical misfires, ?1. Can you really teach someone how to drive while impaired? I don't think so,? and, ?2. What does it say about Goodyear's expertise when she crashes AFTER their lessons? Which she invariably will.?

Luckily, there's probably little chance of either of the two actresses taking time out from their busy schedules to take Goodyear up on their offer. Goodyear says it hasn't gotten a response from either Lohan or Bynes.

Libyan president: Benghazi attack was a ?preplanned act of terrorism?

Libyan President Mohammed Magarief said the controversial film that mocked Islam's Prophet Muhammad and ignited protests throughout the Muslim world had "nothing to do" with the Sept. 11 attack on the U.S. Consulate in Benghazi, and that he has "no doubt" it was an act of terrorism.

"It's a preplanned act of terrorism directed at American citizens," Magarief told NBC's Ann Curry in an interview that aired Wednesday. "Reaction should have been, if it was genuine, should have been six months earlier. So it was postponed until the 11th of September. They chose this date, 11th of September, to carry a certain message."

Magareif said the "high degree of accuracy" in which the attack was executed?with rocket-propelled grenades and mortar shells?is proof that the assault was preplanned, and not carried out by inexperienced protesters. He said he believes "al-Qaida elements" were involved but stopped short of directly accusing the terrorist group of planning it.

Christopher Stevens, the U.S. ambassador to Libya, was among those killed in the attack, but Magareif said he did not know if Stevens was specifically targeted.

The Libyan leader said more than 40 people have been questioned in connection with the killings, but that it is too early to reveal the details of the ongoing investigation.

Magarief's comments came a day after President Barack Obama said the attack was more than mob violence, but stopped short of explicitly labeling the assault as an act of terrorism.

"There's no doubt that the kind of weapons that were used, the ongoing assault, that it wasn't just a mob action," the president said in an appearance on "The View."

On Tuesday, he denounced the anti-Islam video in his speech at the United Nations General Assembly, calling the film "crude and disgusting."

Obama told world leaders that he could not simply ban it and scolded those who denounce anti-Muslim speech but stay quiet when the target is Christianity.

"The future must not belong to those who slander the prophet of Islam. But to be credible, those who condemn that slander must also condemn the hate we see in the images of Jesus Christ that are desecrated, churches are destroyed or the Holocaust is denied," Obama said, in an apparent reference to Iranian President Mahmoud Ahmadinejad.

Romney jokes about Clinton?s influence on the 2012 election

NEW YORK?Months after he used former President Bill Clinton in ads to attack President Barack Obama, Mitt Romney finally shared a stage with the 42nd president. In an address at the Clinton Global Initiative's annual conference, Romney argued that the United States needs to retool how it allocates foreign aid.

Ahead of his speech, Romney poked fun at Clinton's influence on the 2012 race. After Clinton praised the former Massachusetts governor's support for the service programs City Year and AmeriCorps, Romney joked about the former president's glowing introduction.

"If there's one thing we've learned this election season, it's that a few words from Bill Clinton can do any man a lot of good," Romney said. "After that introduction, I guess all I have to do is wait a day or two for the bounce."

In his speech, Romney outlined plans for a "new approach" to America's foreign aid system, arguing that the U.S. should tie development assistance to requirements that would remove trade barriers to allow for greater U.S. investment and the spread of free enterprise.

"Ours is a compassionate nation. We look around us and see withering, suffering. Our hearts break," Romney said. "But too often our passion for charity is tempered by our sense that our aid is not always effective. We see stories of cases where American aid has been diverted to corrupt governments. We wonder why years of aid and relief seem never to extinguish the hardship, why the suffering persists decade after decade."

Romney argued that temporary aid under the current program can "jolt an economy" but "it can't sustain an economy" because "at some point, the money runs out." He insisted that a foreign aid program should be designed to foster private enterprise and job creation that would have a longer-lasting impact on a country's future.

Romney never directly referenced his Democratic opponent, but his speech was clearly meant to serve as a contrast to Obama's foreign policy approach, which has occurred against the backdrop of unrest in the Middle East and North Africa. The president speaks before the United Nations Tuesday about his policies.

Romney's speech came a day after he criticized Obama's comments on CBS' "60 Minutes" over the weekend, where the president suggested the recent outbreaks of violence overseas were just "bumps in the road." The Romney campaign immediately seized on the remark, suggesting that Obama was downplaying the death of Chris Stevens, the U.S. ambassador to Libya, and other Americans killed in attacks on U.S. diplomatic missions abroad.

Romney made no mention of Obama's comments but offered an implied criticism of the president's policies, arguing that the way to curb violence in the Middle East is to offer not simply foreign aid but opportunities for "work."

"That must be at the heart of our effort to help people build economies that can create jobs for people, young and old alike. Work builds self-esteem. It transforms minds from fantasy and fanaticism to reality and grounding," Romney said. "Work will not long tolerate corruption nor quietly endure the brazen theft by government of the product of hardworking men and women."

In a clear dig at Obama, Romney said if he wins the White House, he hopes to "remind the world of the goodness and bigness of the American heart."

"I will never apologize for America.?I believe that America has been one of the greatest forces for good the world has ever known," Romney said. "We can hold that knowledge in our hearts with humility and unwavering conviction."

(AP) ? After an hour of fielding questions about Syria, sanctions and nuclear weapons, Iranian President Mahmoud Ahmadinejad had enough. Now, he said, it was his turn to choose the topic ? his "new order" which will inevitably replace the current era of what he called U.S. bullying.

Continuing his hectic pace of media appearances and diplomatic meetings, Ahmadinejad presented an air of boredom when it came to the hot topic on everyone's mind ? Iran's nuclear program and the possibility of impending war. Whether it was feigned or sincere, he said he would much rather be talking about his vision of what the next world order might be.

Conveniently, it would be an order in which the U.S. and the traditional powers play a smaller role and every country has equal standing (though the state of Israel, he often predicts, will soon become a historical footnote).

"God willing, a new order will come and will do away with ... everything that distances us," Ahmadinejad told The Associated Press in an exclusive interview Tuesday, speaking through a translator. "All of the animosity, all of the lack of sincerity will come to an end. It will institute fairness and justice."

He said the world was losing patience with the current state of affairs.

"Now even elementary school kids throughout the world have understood that the United States government is following an international policy of bullying," he said. "I do believe the system of empires has reached the end of the road. The world can no longer see an emperor commanding it."

The interview was held on the sidelines of the U.N. General Assembly ? Ahmadinejad's last as president of Iran. He was to address the assembly Wednesday morning.

He also discussed solutions for the Syrian civil war, dismissed the question of Iran's nuclear ambition and claimed that despite Western sanctions his country is better off than it was when he took office in 2005.

Earlier Tuesday, President Barack Obama warned Iran that time is running out to resolve the dispute over its nuclear program. In a speech to the General Assembly, Obama said the United States could not tolerate an Iran with atomic weapons.

Ahmadinejad would not respond directly to the president's remarks, saying he did not want to influence the U.S. presidential election in November.

But he argued that the international outcry over Iran's nuclear enrichment program was just an excuse by the West to dominate his country. He claimed that the United States has never accepted Iran's choice of government after the 1979 Islamic revolution.

"Everyone is aware the nuclear issue is the imposition of the will of the United States," he said. "I see the nuclear issue as a non-issue. It has become a form of one-upmanship."

Ahmadinejad said he favored more dialogue, even though negotiations with world powers remain stalled after three rounds of high-level meetings since April.

He said some world leaders have suggested to him that Iran would be better off holding nuclear talks only with the United States.

"Of course I am not dismissing such talks," he said, asked if he were open to discussions with the winner of the American presidential election.

Israeli leaders, however, are still openly contemplating military action again Iranian nuclear facilities, dismissing diplomacy as a dead end. Israel and many in the West suspect that Iran is seeking to acquire nuclear weapons, and cite its failure to cooperate fully with nuclear inspectors. Iran says its nuclear program is for peaceful purposes only.

Ahmadinejad also proposed forming a new group of 10 or 11 countries to work to end the 18-month Syrian civil war. Representatives of nations in the Middle East and elsewhere would meet in New York "very soon," he said.

Critics have accused Tehran of giving support to Syrian President Bashar Assad in carrying out massacres and other human rights violations in an attempt to crush the uprising against his rule. Activists say nearly 30,000 people have died.

Ahmadinejad said the so-called contact group hopes to get the Syrian government and opposition to sit across from each other.

"I will do everything in my power to create stability, peace and understanding in Syria," Ahmadinejad said.

Earlier this month, Egyptian President Mohammed Morsi announced the formation of a four-member contact group with Iran, Turkey and Saudi Arabia. But Saudi Arabia so far has not participated.

Ahmadinejad denied Iranian involvement in plotting attacks on Israelis abroad, despite arrests and accusations by police in various countries. He also vehemently disputed the U.S. claim that Iranian agents played a role in a foiled plot to assassinate the Saudi ambassador to the United States last year.

Ahmadinejad will leave office next June after serving two four-year terms. He threw out numbers and statistics during the interview to show that Iran's economy and the lives of average Iranians have improved under his watch. Since his 2005 election, he claimed, Iran went from being the world's 22nd-largest economy to the 17th-largest; non-petroleum related exports increased sevenfold; and the basic production of goods has doubled. Median income increased by $4,000, he said.

It was not possible to immediately verify his figures.

"Today's conditions in Iran are completely different to where they were seven years ago in the economy, in technical achievement, in scientific know-how," Ahmadinejad said. "All of these achievements, though, have been reached under conditions in which we were brought under heavy sanctions."

Iran has called for the U.S. and its European allies to ease the sanctions that have hit its critical oil exports and left it blackballed from key international banking networks.

Ahmadinejad said he had no knowledge of the whereabouts of Robert Levinson, a private investigator and former FBI agent who vanished in Iran five years ago. He said he directed Iranian intelligence services two years ago to work with their counterparts in the U.S. to locate him.

"And if any help there is that I can bring to bear, I would be happy to do so," he said.

He also claimed never to have heard of Amir Hekmati, a former U.S. Marine who is imprisoned on espionage charges in Iran. Hekmati was arrested while visiting his grandmothers in Iran in August 2011, and his family has been using Ahmadinejad's visit to New York to plead for his release.

In spite of Ahmadinejad's assertions on the importance of dialogue and respect for others, he has presented a hard line in many areas in this week's media appearances.

He refuses to speak of the state of Israel by name and instead refers only to the "Zionists." And when asked on Monday about author Salman Rushdie, he made no attempt to distance himself from recent renewed threats on the author's life emanating from an Iranian semi-official religious foundation.

"If he is in the U.S.," said the president of Iran, "you should not broadcast it for his own safety."

Bionic legs could soon be controlled by thoughts alone

Many wheelchair users have never walked, but now a robotic exoskeleton could allow them to move around upright for the first time. Last week at the Wellcome Collection in London, Sophie Morgan, who was paralysed in a car accident, demonstrated bionic legs after just two short practice sessions.

The exoskeleton, developed by Richard Little and colleagues at Rex Bionics, has lithium batteries that can power up to 2 hours of walking. The user can select different modes, for example to walk up stairs or head down a slope, then guide themselves manually using a joystick. But soon the bionic legs could be controlled using thought alone, thanks to a collaboration with Jose Contreras-Vidal from the University of Houston in Texas. The new mind-reading system will detect brain activity using EEG and translate the electrical impulses into commands for the exoskeleton. Contreras-Vidal is taking a unique approach by extracting impulses associated with motion from the lowest brainwave frequencies.

The team hopes to test the thought-controlled system this year. So far, about 30 people worldwide use the joystick-operated device to help them walk.

Whether you prefer to cool off with a dip in the pool or with a tall cool drink in the shade, we all have ways to beat the heat. But what about your dog? Pets can suffer from heat just like people. There are steps you can take to help ensure your dog doesn?t overheat in hot weather. Dawn Bolka is a registered veterinary technologist (RVT) and full time veterinary technology instructor at Brown Mackie College ? Michigan City. She offers insight into keeping your dog safe during the hot months. ?A dog?s normal body temperature is 101 degrees, and sometimes up to 102.5 degrees,? Bolka says. ?Match this base with rising temperatures, and a pet can get hot quickly.? Fortunately, your pet has two ways of cooling down. ?Panting through the mouth is a form of sweating. Dogs also sweat through the bottoms of their feet,? she continues. One of the first things Bolka recommends doing for your pet is take time to brush out the undercoat during the spring shed. Dogs shed twice a year ? once in the spring to get rid of the winter coat, and once in the fall to lose the summer coat. ?Most dogs like the brush. Removing the thicker winter coat helps to keep your dog cooler,? says Bolka. Two of the most important things you can give your dog in the summer are water and shade. ?Never leave a dog out in the sun ? even in the backyard ? without an ample supply of drinking water,? Bolka continues. ?A shady area should be within easy reach, providing the dog with a place to get out of the heat. When given the options of both sun and shade, dogs know when to take them.? Another way to protect your dog from summer heat is to be aware of the ground temperature. ?Pavement can get hot enough to fry an egg,? says Bolka. ?Taking a dog out for a mid-day walk is a common mistake dog owners make, and it can result in burnt pads. It?s best not to walk or run your animal in the heat of the day.? Much like pavement, sand at the beach gets hot. Bolka advises giving your dog access to a grassy area, or protecting the dog?s feet with booties. Pool decks are another culprit to consider. Bolka?s rule of thumb is: If it burns your feet, it will burn your dog?s feet. It is not a good idea to shave a dog during hot weather. ?A dog?s summer coat actually insulates the skin, offering protection from harmful ultraviolet (UV) rays,? says Bolka. However, it is possible for a dog to experience sunburn. ?If your dog has a black nose, the nose is protected from sunburn,? she continues. ?A pink nose is more susceptible to UV rays. You will sometimes see a dog bury his nose in dirt, caking mud on it for protection. As long as dogs have shade and water, they tend to do well.? Another bad idea is to leave your dog in a car on a hot day, even with the windows cracked. The American Veterinary Medical Association, reports that temperatures in a car can rise 20 degrees in just 10 minutes, and 30 degrees in half an hour. ?Heat builds up fast inside a sitting car,? Bolka says. ?A dog can suffer heat exhaustion in just 20 minutes.? Heat exhaustion is defined by DogChannel.com as a life-threatening condition that ?occurs when a dog?s respiratory tract cannot evacuate heat quickly enough.? Signs that a dog is in heat distress include excessive panting, thick saliva, dark red gums, and non-responsiveness. ?A dog experiencing any of these symptoms should be taken to a veterinarian immediately,? Bolka says. ?You can offer water, and place wet washcloths on the dog, especially around the head and paw pads.? The Indiana Veterinary Medical Association cautions dog owners not to use ice or extremely cold water on a dog with symptoms of heat exhaustion. A veterinarian can run tests to find out if any internal damage has occurred. With a little knowledge and a lot of common sense, you can help ensure your dog safely enjoys outdoor summer activities and sunny weather.

What is blood pressure? Why is it significant? What can be done to control it? This article aims to answer the questions, and more.

The heart is a muscular pump designed to force blood through our body. Blood is pumped from the heart through the arteries out to our muscles and organs. Put simply, too much pressure puts a strain on the arteries and on the heart itself. This can cause an artery to rupture or the heart to fail under the strain ? in the worst case stopping altogether!

Blood pressure depends on a combination of two factors:

  • How forcefully the heart pumps blood around the body
  • How narrowed or relaxed your arteries are

Hypertension occurs when blood is forced through the arteries at an increased pressure and is a very common complaint- around 10 million people in the UK have high blood pressure ? that?s one in six of us.

What is normal blood pressure?

Blood pressure is measured using two numbers. An example of this could be ?the blood pressure is 120 over 80?, which is written as ?120/80mmHg?.

The first figure is the systolic blood pressure ? the maximum pressure in the arteries when the heart contracts (beats) and pushes blood out into the body.

The second figure is the diastolic blood pressure. This is the minimum pressure in the arteries between beats when the heart relaxes to fill with blood.

The systolic pressure is always listed first, then the diastolic pressure. A typical normal blood pressure reading would be 120/80 mmHg.

When is blood pressure classed as high?

There is a natural tendency for blood pressure to rise with age due to the reduced elasticity of the arterial system. Age is therefore one of the factors that needs to be taken into account in deciding whether a person?s blood pressure is too high.

In general terms, people with a systolic blood pressure consistently above 160mmHg and/or a diastolic pressure over 100mmHg need to take measures to lower their blood pressure, such as exercise, eating a healthier diet and drinking more water.

People with slightly lower blood pressures (140-159mmHg systolic or 90-99mmHg diastolic) may also need treatment if they have a high risk of developing cardiovascular disease, e.g. stroke or angina (chest pains).

What are the symptoms?

One of the big problems with high blood pressure is that it hardly ever causes symptoms. This means it may go unnoticed until it causes one of its later, more serious, complications such as a stroke or heart attack. Despite the popular opinion, nosebleeds and red complexions are hardly ever caused by high blood pressure.

Severe hypertension can cause symptoms such as:

  • Headache
  • Sleepiness
  • Confusion
  • Coma.

What complications are caused by high blood pressure?

  • Atherosclerosis: a narrowing of the arteries.
  • Stroke: haemorrhage or blood clot in the brain.
  • Aneurysm: dangerous expansion of the main artery either in the chest or the abdomen, which becomes weakened and may rupture.
  • Heart attack.
  • Heart failure: reduced pumping ability.
  • Kidney failure.
  • Eye damage.

What causes hypertension?

  • High Cholesterol
  • Weak Heart
  • Chronic kidney diseases
  • Diseases in the arteries supplying the kidneys
  • Hormonal disturbances
  • Endocrine tumours.

What factors increase the risk of hypertension?

Anyone can suffer from high blood pressure, but certain factors can seriously aggravate hypertension and increase the risk of complications:

  • A tendency in the family to suffer hypertension
  • Obesity
  • Smoking
  • Diabetes Type 1 or Type 2
  • Kidney diseases
  • High alcohol intake
  • Excessive salt intake
  • Lack of exercise
  • Certain medicines, such as steroids.

What can I do to reduce My Blood Pressure?

  • Stop smoking
  • Lose weight
  • Exercise regularly
  • Cut down on alcohol
  • Eat a varied diet
  • Reduce stress by trying different relaxation techniques, or by avoiding stressful situations.

Which medicines are used to treat hypertension?

Medicines are generally only used in very severe cases, where diet and exercise have not helped enough. The reason medication was so easily prescribed for hypertension is because it is only recently the benefits of exercise as a treatment have been discovered. The NHS is now encouraging hypertension sufferers to seek help through exercise before they use the medication.

If the problem does require medication, one of the following is most commonly used?

  • Beta-blockers block the effect of the hormone adrenaline and the sympathetic nervous system on the body. This relaxes the heart so that it beats more slowly, lowering the blood pressure.
  • Alpha-blockers cause the blood vessels to relax and widen. Combining them with beta-blockers has a greater effect on the resistance in the circulation.
  • Calcium-channel blockers reduce muscle tension in the arteries, expanding them and creating more room for the blood flow. In addition, they slightly relax the heart muscle so it beats more slowly, reducing blood pressure.
  • Diuretics help the body get rid of excess salt and fluids via the kidneys. In certain cases, they relax blood vessels, reducing the strain on your circulation.

By treating hypertension well, complications can be avoided and average life expectancy will remain almost normal. The important thing is to have regular checks and to recognise any changes in your blood pressure, particularly if you are over 40 and have a family history of hypertension or heart disease.

Thankfully, hypertension is a problem that can be easily managed with diet and exercise. Medication is a last resort in many cases, and a sensible diet and exercise regime will ensure you certainly limit any potential problems caused by hypertension.

Pakistan should improve its relations with India

ISLAMABAD: Disgraced Pakistani nuclear scientist AQ Khan, known for his anti-India stance, has said Pakistan should improve relations with India in order to counter alleged US plans to divide the country.

"The US agenda regarding Pakistan is very clear. It wants to divide Pakistan and wants to limit the country merely to the Punjab.

"The US wants to get a no-war pact signed with India after naming the Punjab as Pakistan whereas we should improve relations with and adopt a friendly attitude towards India, instead of signing a no-war pact with her," Khan said.

Khan said Pakistan's relations with India were "heading in the right direction nowadays".

Pakistan should promote friendly relations with India while sticking to its stance, he said in an interview with the Jang media group.

He said he does not want to play a role in national politics but has launched the Tehrik Tahaffuz-e-Pakistan party to protect the country.

He further said he does not want to assume power but wants to bring good and clean people in power.

President Asif Ali Zardari was "far ahead of General Ziaul Haq" and had beaten former premier Nawaz Sharif in the political arena, Khan claimed.

He said a government that has a democratic face and acts on the dictates of the US, like the current administration, is highly suitable to Washington.

Khan claimed the government and opposition were equally responsible for the unrest, lawlessness and instability in Pakistan.

Political ineptitude, lack of strategy and wrong decisions on the part of Sharif had a major role in making Zardari so strong, he claimed.

Sharif cooperated with Zardari under the Charter of Democracy signed by the PPP and PML-N.

"He believed that the government of Zardari will last just a few months or a maximum of two years and then he will be the only successor.

"Because of the same confidence and misunderstanding, he did not even get his share for extending cooperation and did not demand the offices of the Prime Minister, Speaker of the National Assembly or the office of the Senate Chairman," he said.

Referring to the upcoming general election, Khan said the claim of the Supreme Court that it had closed all doors for the army to come to power was meaningless because if the army wants, it can assume power and create a justification for assuming power.

If the army wants, it could also hold elections on scheduled time.

Khan claimed Pakistan's nuclear programme was currently 100 percent safe but if any dictator assumed power, nothing could be said about the safety of the programme.

International envoy meets Syrian president in Damascus

(CNN) -- President Bashar al-Assad on Saturday said he is committed to resolving the crisis in Syria as long as the peace efforts are conducted in "neutrality and independence," state media reported.

He addressed the conflict during a meeting in Damascus with Lakhdar Brahimi, the new international envoy to Syria.

"The success of the political work is linked to pressing the countries which fund and train the terrorists, confiscate weapons into Syria to stop such acts," the president said, according to SANA.

Brahimi replaced Kofi Annan as the U.N.-Arab League point man for the conflict. He highlighted the need for both sides to find a resolution, reiterating that the Syrian people are his first priority.

The envoy also held "candid and comprehensive" talks with Foreign Minister Walid Moallem, the United Nations said in a statement.

"Mr. Brahimi emphasized that, as he said before, he would spare no effort to help find a solution to the crisis," the statement read. "His only masters in this endeavor were the Syrian people, whose welfare and security were his prime concern."

Brahimi, a former Algerian foreign minister and U.N. envoy to Afghanistan, plans to meet opposition figures and other groups during his visit.

Brahimi was named to the post after Annan resigned in August, blasting the Syrian government for not implementing a cease-fire he negotiated in April and complaining about the "escalating military campaign" of the opposition.

UnitedHealth to replace Kraft in Dow 30

(AP) ? UnitedHealth Group, the health insurance company, will replace Kraft Foods in the Dow Jones industrial average, the most widely known barometer of the American stock market.

S&P Dow Jones Indices, which manages the Dow, said Friday that the change will take effect at the start of trading Sept. 24. It said the change reflected the growing importance of health care spending in the U.S. economy.

The change will not affect the level of the Dow, which ended Thursday at a four-year high and is closing in on a record. The formula used to calculate the Dow is recalibrated for each stock added and dropped.

The last change to the Dow was in June 2009, when Cisco Systems, the technology company, and Travelers, another insurer, were added. They replaced General Motors and Citigroup.

S&P Dow Jones Indices said that the change was also prompted by Kraft's plan to spin off its North American grocery business in October. Kraft was added to the Dow in September 2008, when it replaced the crippled insurer AIG.

David Blitzer, managing director and chairman of the S&P index committee, told CNBC on Friday that the managers of the Dow average "looked seriously at half a dozen stocks." He declined to name a runner-up.

"Just about everybody has called up and whispered Apple in one ear and Google in one ear," he said. He said technology stocks were well-represented in the Dow, which includes IBM.

Apple, the most valuable company in American history, is included in the Nasdaq composite index and the Standard & Poor's 500, a broader measure of the stock market, but not the Dow.

In May, Bespoke Investment Group, which crunches numbers about the financial markets, calculated that the Dow would be above 15,000 if Apple had been added to the Dow in 2009.

The Dow closed Thursday at 13,539.86, about 625 points shy of its all-time high, reached in October 2007.

UnitedHealth stock climbed 3 percent in before-market trading after the announcement that it was joining the Dow 30.

Israeli plan for West Bank university fuels boycott debate in British academia

Relations between Israel and one of its closest European allies dipped this week when Britain joined Washington and the European Union in trying to stave off a unilateral strike by Israel against Iran's nuclear program. But it isn't just Iran that is straining Israeli-British ties.

In less-noticed comments, Britain?s foreign secretary spoke out in unusually strong terms against the Israeli cabinet?s decision to approve the upgrade of Ariel University Center ? officially a college, at present ? to full-fledged university, the first in a settlement in the West Bank.

William Hague said that the decision ?would lead to the creation of Israel?s first university beyond the Green Line, in a settlement illegal under international law. It would further entrench the presence of settlements in the Occupied Palestinian Territories and create an additional barrier to peace with the Palestinians.?

In Britain, home to some of the Palestinians? most active international support groups, campaigners have been ramping up pressure each year for a boycott of Israeli universities. Now, they believe the current focus on Ariel University Center could boost their efforts.

?I think it makes a difference that Ariel is part of the university system, because of the idea of an academic going to the occupied territories, going to what is effectively a settlement built on stolen land and essentially giving a conference paper behind barbed wire,? says John Chalcraft of the British Committee for the Universities of Palestine (BRICUP), a group of UK-based academics who support calls for a boycott of Israeli institutions.

?I think that will make a larger constituency feel more uncomfortable and complicit if they try to do business in that context.?

Dr. Chalcraft, a professor in history and politics at the London School of Economics, maintains that the boycott campaign, which has been the focus of heated debate at annual conferences of Britain's largest trade union representing lecturers and academics, has been gaining steady support. Chalcraft compares it to the BDS (Boycott, Divestment, and Sanctions) movement that targeted apartheid-era South Africa from the 1960s onwards.

But David Hirsh, a lecturer in sociology at Goldsmith's College, University of London, says that moves towards a boycott do not enjoy broad support among his peers or the general public. Rather, he says, the boycott movement's effect is to teach union activists, students, and young people that Israel should be treated ?as one of the greatest threats on the planet.?

Mr. Hirsh adds that the boycott campaign, which he has vigorously opposed, may be making the situation worse. He notes that the Israeli cabinet of former Prime Minister Ariel Sharon, the first to endorse the idea that Ariel should become a university, did so not long after one of the major boycott debates in Britain. ?So it was done almost as if it was an Israeli answer to the boycott campaign," he argues.

He also criticizes both the Israeli settler movement and the British boycott campaign for falsely equating the school with Israel's established, certified universities.

"The right-wing Israeli pro-settler side kind of mirrors the idea of the British anti-Zionist side in as much as both are pretending that this is a university and both are pretending that there is no significant difference between Ariel [University Center] and, for example, Tel Aviv University."

By blurring the distinction, Hirsh argues, the settler movement bolsters the school as a legitimate West Bank institution, while the boycott campaign uses the school to discredit Israel's university system broadly.

"In my view there is a very significant difference" between Ariel University Center and the rest of Israeli academia, he says, and that difference undermines both sides' positions.

Implementation of the upgrade for Ariel University Center depends on Israel's high court ruling on a petition opposing the move, which has been brought by a body representing existing Israeli universities. They are concerned that state funds will be diverted away from their institutions.

Israeli Prime Minister Benjamin Netanyahu told cabinet colleagues that the settlement of Ariel, where the school is located, "is an inseparable part of Israel and it will remain [so] in any future [peace] agreement just like the other settlement blocs."

In his statement, Britain Foreign Secretary Hague added that the move was ?particularly regrettable because it comes at a time of rapidly expanding co-operation between UK and Israeli universities, and when the British Government has taken a firm stand against those who seek to undermine Israel?s legitimacy by boycotting educational and cultural institutions.?
